a) Extension of Parenthood Provisional Housing Scheme (PPHS) for first-timer married couples awaiting completion of their HDB Build-To-Order (BTO) or Sale of Balance Flats (SBF)
*The PPHS is a new rental housing scheme to support marriage and parenthood. The flats located in Ang Mo Kio, Bedok South, Boon Lay Drive, and Dover Road are unfurnished, but retrofitted with basic fittings. The flats will be ready for occupation from mid-2013.
b) Extension of the Parenthood Priority Scheme (PPS) for first-timer married couples expecting children
*Under the PPS scheme, 30% of the BTO flat supply and 50% of the SBF supply are set aside for first-timer married couples with children below 16 years old (and from May 2013 BTO launch, for those expecting children too).
2nd-time home owners:
c) Increased quota of 2-room and 3-room BTO flats for second-timers in non-mature estates to 30%
*The percentage for BTO flats in mature estates for second-timers remain at 5%.
d) Dedicated BTO flats for divorced/ widowed second-timers with children below 16
*To help vulnerable second-timers right size, 5% of the 30% quota (in Para c) will be set aside for this group.
e) Reduced time bar for divorced couples to each buy a subsidised flat
*Previously, only one party of a divorced couple can own a subsidised flat (new/ resale flat purchased with CPF Housing Grant) within 5 years of date of divorce. Now, each can buy a subsidised flat earlier.
* Option A: Retain existing subsidised flat (by one party). Other party can apply for subsidised flat after 3 years from date of divorce.
*Option B: Sell matrimonial flat. One party can buy subsidised flat within 3 year time bar (with consent of ex-spouse, unless this party has legal custody of child below 18 years old), and the other party can buy a resale flat (without any CPF grant).
f) New 2-room flats in non-mature estates for first-timer singles aged 35 and above, earning $5,000 and below monthly
*Previously, singles aged 35 and above can only purchase HDB flats from the resale market. From the July 2013 BTO exercise, eligible singles will be able to apply under the revised housing measures.
g) Studio Apartment Priority Scheme (SAPS) for elderly purchasing Studio Apartments in BTO flats or SBF exercises
*Merging the Ageing-in-Place Priority Scheme (APPS) and Married Child Priority Scheme (MCPS), 50% of the Studio Apartment supply in BTO and SBF exercises will be reserved for these seniors who buy flats near their current flat (APPS) or near where their married children live (MCPS). The SAPS will take effect from May 2013 BTO exercise.
